Engineer I City of Keller, TX - Keller, TX

Salary: $5,187 a month

Hours: full-time, generally Mon.-Fri. 8a-5p. Flexibility required.
JOB SUMMARY
Under general direction of the Public Works Director or designee, the incumbent is responsible for all aspects of civil engineering activities which includes, but is not limited to: monitoring and reviewing development and capital improvement projects; responding to citizen and professional inquiries and complaints; analyzing, inspecting, and making recommendations regarding drainage problems. This position involves working with the City Engineer in engineering design, contract administration, development coordination, engineering plan review, infrastructure master planning, storm water management, environmental issues and interagency coordination.


ESSENTIAL FUNCTIONS
  • Assist in the review of zoning change requests, preliminary plans, final plats, site plans, (etc.), regarding engineering issues.
  • Review and provide comments on subdivision plats, construction and development plans in compliance with capital improvement needs and appropriate local standards, ordinances, and accepted practices.
  • Provide information, as requested, on existing and proposed infrastructure system (i.e., location, size and/or depth of existing and proposed water, sewer, and storm drain lines, street/thoroughfare alignment, and roadway width, etc.).
  • Prepare plans, specifications, and cost estimates for street, drainage, water distribution, sanitary sewer, traffic signage/signaling, and other public works projects.
  • Perform reviews, inspections, and approvals for final lot of site draining and grading on all new building construction.
  • Identify problems and prepare and recommend solutions for drainage issues throughout the City.
  • Receive and respond to inquiries and complaints from citizens, developers, and/or engineers regarding engineering issues.
  • Assist in contract administration for professional services and capital improvement projects.
  • Compose and prepare correspondence.
  • Prepare reports on the progress of completion of Public Works Projects, and submit to the City Engineer.
  • Communicate effectively and diplomatically with the general public, contractors, engineers, and internal staff with an attitude that will result in clear and open communication assisting them to achieve their needed result.
  • Provide technical direction to developers and builders as needed.
  • Assist in development, implementation, administration and enforcement of the City’s Stormwater Management Program.
  • Assist in development and updating of infrastructure master plans.
  • Assist in the implementation of environmental and other regulations and mandates.
OTHER JOB FUNCTIONS
  • Assist with the preparation of briefings for the City Council and Planning and Zoning Commission on engineering, development, and capital improvement project-related items.
  • Attend meetings and perform other related duties.
  • Assist with the preparation of various reports for the City Engineer and department heads, etc.
  • Inspect construction sites in remote areas, which includes maneuvering on uneven and/or unpaved construction areas.
  • Perform other related duties as directed.


MINIMUM QUALIFICATIONS

  • Bachelor of Science in Civil Engineering from an accredited university. EIT certificate required.
  • One to four (4) years’ experience preferred.
  • Valid Texas Driver’s License and a safe driving record.
  • Proficiency in computer operations and software applications, including AutoCAD and GIS Systems.
  • Knowledge of the principles and practices of civil engineering, particularly with the design, construction, and maintenance of public works projects, including streets, water, sanitary sewer and drainage design and construction required. Experience with Pavement Management Systems preferred.
  • Ability to read, analyze, and interpret complex documents.
  • Ability to respond professionally and effectively to sensitive inquiries or complaints. Ability to maintain confidentiality.
  • Strong verbal and written communication skills, including the ability to write speeches and articles using original or innovative techniques or style.

Work performed indoors in a climate-controlled office and outdoors in all weather and temperature extremes. Duties include attending meetings, sitting for long periods of time operating a computer, bending, stooping, crouching, climbing, and walking on uneven terrain to inspect job sites. Incumbent must have the ability to drive, read maps, plats, plans, and write reports and correspondence. Safety equipment such as safety vests, hard hats, and seat belts, must be worn as required for working on job sites.
